Streets of Rage Remake is a fan-made two-player brawler for PC that combines all three Streets games into one package and adds new fighters, stages, enemies, and branching paths. It has Streets 3's combat engine, including star-based dash attacks and a recharging energy bar, although you can change the rules to make it more like Streets 2. It features a whopping 18 characters including three versions each of Axel and Blaze.

Mr. X, the Syndicate boss believed completely destroyed by three young vigilantes, has come back to life stronger than ever.
This new vicious Syndicate soon had control of the government and even the police force. The city has become a center of violence and crime where no one is safe.
Adam, Axel and Blaze set out to save the city, joined by Axel's friend Max, a wrestler, Adam's kid brother, Skate and Zan, a former investigator for Robocy.

This game was developed by a small team of Spanish guys over the better part of a decade. They reverse-engineered the game mechanics by watching footage of the game and analyzing it frame-by-frame to perfectly recreate the Streets experience.
To play as alternate SOR1/SOR2 versions of characters, you have to unlock it by spending coins in the shop. Then, on the character select screen, press the "Series" button to cycle between versions.
Streets of Rage Remake is the best brawler ever as far as I'm concerned. It takes Streets 3's ingenious combat system and applies it to all the content from the trilogy with amazing accuracy. It's blisteringly difficult yet infinitely satisfying, and there's so much content here that it has huge replayability. Plus, it's completely free!
